New Russian trade ban on Georgian goods: why now, and what risks do Georgian experts see?
Russian embargo on Georgian goods
Russia has banned imports of products from seven Georgian companies. Alongside this decision, Moscow has again demanded that Tbilisi guarantee it will not use force against the occupied regions of Abkhazia and Tskhinvali, and agree to the demarcation of what Russia calls state borders.
Some Georgian experts believe Russia is using Georgia’s economic dependence as a lever for political pressure.
Meanwhile, the Georgian government says it does not know why Russia has imposed the trade restrictions and expects Moscow to reverse its decision.
These developments take on particular significance against the backdrop of the policies pursued by the Georgian Dream party. For years, the government has justified maintaining economic ties with Russia and refusing to join international sanctions on the grounds that this protects Georgia’s national interests. Experts, however, argue that this policy has failed to shield Georgian companies from Moscow’s unilateral trade decisions.
The key questions are why Moscow has acted now, what it may be seeking from the Georgian government, and how far this economic pressure could go.
What happened: ban targeting seven companies
A document issued by Russia’s consumer protection watchdog, Rospotrebnadzor, and dated 9 October 2026, announces the temporary suspension of imports and sales in Russia of products from several Georgian companies. News of the decision emerged on 10 October.
The restrictions affect major Georgian companies Teliani Valley, Tbilvino, Askaneli Brothers, Wineman and Georgian Beer Company, as well as Coca-Cola and Nabeglavi beverages produced in Georgia.
The list of banned products includes wine, brandy, beer, soft drinks and mineral water.
It is important to note that Russia has not imposed a blanket ban on Georgian wine or other beverages. The restrictions apply only to products from specific manufacturers.
The Russian document describes the decision as a sanitary measure. However, it does not specify which violations the authorities allegedly found in the companies’ products or explain why they selected these particular manufacturers.
On 12 October, Georgian Prime Minister Irakli Kobakhidze said the government was working on the issue and hoped Russia would reverse the decision.
Parliamentary Speaker Shalva Papuashvili called the decision unexpected and said the Georgian authorities did not understand it. However, he stressed that the ban targeted specific companies rather than Georgian products as a whole.
Why now? Experts on Moscow’s possible motives
Georgian politicians and experts have linked Moscow’s decision to political pressure.
Giorgi Rukhadze, founder of the Centre for Strategic Analysis, believes Russia is reminding the Georgian government that it can use economic leverage against the country. In his assessment, Moscow has already secured significant foreign policy concessions and may now be seeking further steps.

- The Georgian economy is increasingly dependent on Russia. Numbers and analysis
“I think events are unfolding as one would expect. You know the saying: ‘Appetite comes with eating.’ Russia has secured all the concessions that Georgian Dream was willing to make on the Western front,” Rukhadze said.
The expert believes that Moscow benefits from Georgia’s deteriorating relations with the EU and its Western partners. At the same time, Georgia has become increasingly dependent on Russia economically and in the energy sector.
Rukhadze believes the new restrictions are a way of demonstrating this dependence:
“I am convinced that Georgian Dream already understands what the Kremlin wants from it. In my view, this is Russian blackmail — a way of showing that Moscow can completely destabilise Georgia’s economy. Clearly, this move did not come out of nowhere: there are issues on which the two sides cannot agree. It appears that Georgian Dream is dragging its feet on something and failing to meet certain commitments.”
Rukhadze identifies two possible issues: restoring rail links between Russia and Armenia through occupied Abkhazia, and providing guarantees of non-use of force to Sukhumi and Tskhinvali.
However, he stresses that more information is needed to establish the specific reason behind Moscow’s decision.
Abkhazia, non-use of force and the Russian embargo: what is the connection?
On 9 October, Russian Deputy Foreign Minister Mikhail Galuzin met with the co-chairs of the Geneva International Discussions. They discussed preparations for the next round of talks, scheduled for November.
According to an official statement from Russia’s Foreign Ministry, Moscow continues to demand that Georgia provide guarantees of non-use of force against Sukhumi and Tskhinvali. It also wants Tbilisi to begin delimiting the so-called state borders and subsequently demarcate them.
These demands have two distinct aspects.
The first concerns the non-use of force. The Geneva International Discussions were established after the August 2008 war, and security and non-use of force have remained permanent items on the agenda.
However, Tbilisi and Moscow fundamentally disagree over who should make the relevant commitments. Russia demands guarantees regarding Sukhumi and Tskhinvali, thereby placing responsibility on Tbilisi. Georgia, by contrast, insists that the main security problem is Russia’s military presence and occupation.
The second issue is even more serious. By demanding the delimitation of so-called state borders, Moscow treats Abkhazia and the Tskhinvali region as states independent of Georgia.
This contradicts the principle of Georgia’s territorial integrity, which the overwhelming majority of the international community recognises.
Expert Teona Akubardia sees these two demands as part of Russia’s broader political strategy.
In her assessment, Moscow is trying to formalise its influence over Georgia in legal and political terms. “Its ultimate goal is to formalise its strategic control over Georgia — control that Russia already exercises in practice, even though it has not been legally formalised,” she said.
Akubardia believes that Russia’s economic restrictions, the issue of the occupied regions and Georgia’s deteriorating relations with the West should not be viewed as isolated developments.
In her view, opening a transit corridor through Abkhazia may also be linked to Moscow’s demands.
Giorgi Rukhadze has also pointed to this possibility.
Georgia’s parliamentary speaker, Shalva Papuashvili, offers a different interpretation. He notes that Russia’s demands are not new and that Moscow has raised them at the Geneva talks for many years.
“There is nothing new in this statement. At every meeting within the Geneva format, Russian representatives raise exactly the same issue. We, in turn, raise the questions of the return of displaced people, the withdrawal of Russian occupation forces and other matters,” he said.
Nevertheless, experts believe this does not rule out the possibility that Moscow is using new economic levers to pursue its long-standing objectives.
Gia Khukhashvili: ‘Dependence on the Russian market carries the risk of constant pressure’
Political analyst Gia Khukhashvili describes Russia’s decision as a familiar form of economic coercion.
“This is Russia’s brazen ‘sledgehammer’ approach,” he said.
Khukhashvili believes Moscow’s actions could have two consequences: increased pressure on Georgia’s government and business sector, and conditions that encourage informal deals and corruption.
He argues that companies may try to cultivate ties with influential figures in Russia to circumvent the restrictions. However, he has provided no specific evidence of corrupt deals.
Khukhashvili is particularly critical of business models that rely heavily on the Russian market.
“The problem is that our businesses — constantly chasing short-term gains and worrying about how to please the authorities — have still failed to understand that they cannot tie themselves to the market of an enemy country. They should have done everything possible to diversify these risks,” he said.
In his view, short-term profits from operating in Russia could ultimately lead to much greater losses.
“I would tell winemakers this: you cannot ‘reach an agreement’ with Russia. Today, you may make a few pennies, but tomorrow you could lose ten times as much. Leave the Russian market alone. Find people who speak English and target other markets. Forget Russia and explore new opportunities — otherwise, you will remain trapped in this situation forever,” he said.
Khukhashvili’s recommendation draws directly on economic data showing just how heavily Georgia’s wine industry depends on the Russian market.
Russia accounts for almost two-thirds of Georgian wine exports
Between January and August 2026, Georgia exported $102.2 million worth of wine to Russia. Total Georgian wine exports over the same period amounted to approximately $163.6 million.
Russia therefore accounted for around 62.5% of the total value of Georgian wine exports. By volume, its share stood at approximately 66.6%.
Russia remains the largest export market for Georgian wine, despite a decline in sales compared with the previous year.
Poland ranks second, with Georgian wine exports worth around $10.7 million. Ukraine, China, Kazakhstan and Germany follow, but export volumes to these countries remain far below those to Russia.
Losing the Russian market would affect producers differently. Tbilvino offers a clear example.
According to the company’s chief executive, Zurab Margvelashvili, who spoke to BM.ge, Tbilvino exports wine to around 30 countries and has relatively little dependence on the Russian market. A potential ban would therefore cause some financial losses, but the company does not expect serious damage.
Margvelashvili also notes that the company exports to markets with strict quality standards, while the Russian side has provided no detailed information about any specific violations.
Energy dependence: a more powerful lever than wine
Roman Gotsiridze, an opposition politician and former head of Georgia’s National Bank, has highlighted natural gas imports in the context of the current developments.
According to figures he cited, Russia accounted for 1.7% of Georgia’s natural gas consumption in 2018. That share rose to 20% in 2023 and 25% in 2024. Estimates put it at around 28% in 2025.
Gotsiridze believes this growing dependence gives Russia an additional lever for economic pressure.
Unlike wine exports, natural gas supplies directly affect energy security, industrial operations and people’s everyday needs.
Gotsiridze has therefore warned the government about possible scenarios involving more severe pressure from Russia.
Could Russia expand the embargo?
Mamuka Pipia, leader of the openly pro-Russian party Solidarity for Peace, says the ban on Georgian beverages represents only the first wave of restrictions.
In his view, further measures will target other companies and product categories.
His prediction deserves particular attention because Pipia represents a political force that takes a favourable view of Russia.
Teona Akubardia also points to an earlier statement by Pipia. She notes that he mentioned a list of Georgian companies accused of supporting anti-Russian activity as early as June.
If such a list did exist, it would be important to establish whether the companies named on it overlap with those now facing restrictions.
Georgian experts also consider it possible that Russia will expand its measures.
Gia Khukhashvili believes Moscow could use new restrictions to pressure Georgian businesses into exercising political caution. Giorgi Rukhadze suggests that the initial decision may be intended to demonstrate Russia’s capacity to exert economic pressure.
These assessments point to several possible scenarios. The restrictions could remain limited to the seven companies and be lifted following negotiations. They could spread to other producers. Alternatively, Russia could make the use of trade restrictions a permanent instrument of pressure.
How is Georgian Dream responding, and has its strategy worked?
The Georgian government insists that maintaining economic ties with Russia serves the country’s interests and that businesses should not give up profitable markets for political reasons.
Georgian Dream also argues that other countries have economic leverage over Georgia.
Commenting on Russia’s latest restrictions, parliamentary speaker Shalva Papuashvili also raised the risks associated with trade relations with the European Union. He pointed to issues involving sanctions, tariffs and the port of Kulevi.
The Georgian Dream government justified its decision not to join international sanctions against Russia by arguing that it needed to protect the Georgian economy. Kobakhidze described the decision as correct and pragmatic.
However, Georgian Dream’s opponents ask what additional security Georgia has gained by maintaining economic ties with Russia.
The restrictions introduced on 9 October have shown that economic relations with Russia do not guarantee Georgian companies unrestricted access to the Russian market. Moscow continues to demand the establishment of so-called state borders with the occupied regions. At the same time, Russia’s sanitary watchdog has restricted imports of products from Georgian companies.
Opposition politician Shalva Kereselidze, a member of the For Georgia party founded by Giorgi Gakharia, links the situation to Georgian Dream’s foreign policy. He argues that the government has damaged relations with the European Union while failing to protect Georgia’s economic and political interests in its dealings with Russia.
“Do not think that the more you concede to Russia, the more favourably it will view you or the sooner it will take your interests into account. No — the outcome will be even worse,” he said.
