Georgian government abolishes several ministries

Mamuka Bakhtadze, the new Prime Minister of Georgia, held the first government meeting today where he presented its reformed structure.

According to the changes, fourteen ministries will be reduced to ten ministries and a ministerial office:

1.  The Ministry of Culture and Sports has been merged with the Ministry of Science and Education.

2. The Ministry of Corrections and Probation was integrated with the Ministry of Justice.

3. The Ministry for Refugees and Forcibly Displaced Persons from the occupied territories was abolished. Its functions are to be redistributed among the Ministry of Regional Development and Infrastructure, which will deal with resettlement and provision of living conditions, the migration component will be transferred to the Ministry of Internal Affairs, and the Ministry of Health will concentrate on social issues. The agency for religious affairs, which was subordinate to this ministry, was moved to the office of the State Minister for Conciliation and Civil Equality.

Bakhtadze called the creation of a small and effective government one of the priorities of his work. However, he did not specify who will lead the updated ministries. According to him, there will be many new faces in the reformed government which will be submitted for approval to parliament.

The first question asked at the briefing concerned Justice Minister Tea Tsulukiani. Demands for her resignation have been voiced for several weeks by representatives of civil society and the opposition. A number of non-governmental organizations believe that serious problems developed in the judicial system under Tsulukiani, most clearly shown in the case of the murdered schoolchildren on Khorava Street in Tbilisi.

• The parliament must adopt several legislative amendments in order for the structural changes introduced by the Prime Minister to enter into force. The government intends to address the parliament regarding the implementation of structural reforms today. MPs are to start working on amendments this week.

•  The government, which introduced the new Prime Minister on 20 June and which was approved by the majority of parliament, is temporary. In about two weeks Bakhtadze will present a new cabinet structure in which there will be eleven ministers instead of fourteen.

•  The Parliament of Georgia approved Mamuka Bakhtadze as the Prime Minister of the country and expressed confidence in the government submitted.
