Head of US-based TRIPP+ foundation holds talks in Armenia: Key takeaways
TRIPP+ Foundation chief visits Yerevan
Konstantin Sokolov, head of the TRIPP+ foundation, is visiting Armenia. Armenia’s Foreign Ministry disclosed the visit in a statement identifying Sokolov as president of the Trans-Caspian Enterprise Foundation.
The ministry said Foreign Minister Ararat Mirzoyan met Aryeh Lightstone, senior adviser to the US special envoy for peace missions. Konstantin Sokolov also attended the meeting.
“The participants discussed ongoing efforts to implement the TRIPP programme. Both sides emphasised their commitment to launching the programme on the ground as quickly as possible.”
A day earlier, reports said the US authorities had doubled funding for TRIPP+, increasing it from an initial $201m to $402m.
The TRIPP+ Foundation was established as a separate investment fund. Its primary role is to finance the Trump Route for International Peace and Prosperity (TRIPP) project. The project centres on a road linking Azerbaijan with its exclave of Nakhchivan through Armenian territory. The Armenian government views the route as part of its Crossroads of Peace initiative to reopen regional transport links.
According to a US State Department representative, TRIPP+ has the authority to provide loans, make equity investments and award grants to support strategic private-sector development. Delaware’s official corporate registry also lists the organisation under the name Trans-Caspian Enterprise Fund.
Fifty-two-year-old financier and investor Konstantin Sokolov also heads Dynamic Frontier Holdings. The company recently acquired Armenia’s Teghut copper and molybdenum mine. Since 2024, Sokolov has also owned a 20% stake in Armenian mobile operator Viva Armenia.
Sokolov was born in Russia and moved to the United States at the age of 21. He is known for investments in telecommunications, energy and financial services. He owns the Chicago-based investment firm IJS Investments and Zurich-based Gotthard Investment AG, which focuses on financial services, energy and real estate. He is also involved in the Northern Pillar Energy consortium, which develops clean energy projects and fibre-optic cable infrastructure linking Africa and Europe.

Details of the Foreign Ministry talks
According to Armenia’s Foreign Ministry, the participants held detailed discussions on advancing regional connectivity and making the most of the region’s competitive advantages.
“The participants exchanged views on how Armenia could integrate most effectively into the international transport and infrastructure network.”
The participants also discussed opportunities to expand trade and economic cooperation and strengthen Armenia’s economic and energy resilience.
“The participants welcomed the recent increase in high-level visits and the agreements reached between the two countries. They also highlighted the tangible progress in developing the Armenia–US Comprehensive Strategic Partnership, which has resulted in part from the implementation of the three memorandums signed in Washington on 8 August last year. Among the key initiatives, they singled out rapidly expanding cooperation in artificial intelligence and the launch of the data processing centre (AI factory) being built as the first phase of Firebird AI’s flagship project,” the ministry said.
The participants also discussed the Armenia-Azerbaijan peace process, focusing on how it could unlock the region’s development potential.
TRIPP+ funding earmarked for projects in Armenia
According to the official US government spending database, USAspending.gov, the US State Department has doubled funding for the TRIPP+ Foundation. The database identifies Armenia as the programme’s primary geographic focus, reflecting the fact that the funding supports implementation of the Trump Route for International Peace and Prosperity (TRIPP) project, which will run through Armenian territory.
The database also specifies that the project aims to establish a transport route “through southern Armenia to connect the South Caucasus with the Trans-Caspian Transport Corridor.”
The first tranche of $201m was originally scheduled to run until 31 December 2036. On 16 July, the US State Department doubled the funding, while leaving the implementation deadline unchanged.
“The increase in US funding comes as Washington seeks to expand its involvement in developing transport and economic connectivity in the South Caucasus and to advance projects linking the region with the Trans-Caspian Corridor.”
The TRIPP project is expected to influence not only regional trade and logistics but also the broader strategic landscape of the South Caucasus.
Context: the link between TRIPP and TRIPP+
The leaders of Armenia, the United States and Azerbaijan signed a joint declaration establishing the Trump Route for International Peace and Prosperity (TRIPP) at the Washington summit on 8 August 2025.
On 26 May 2026, Armenian Foreign Minister Ararat Mirzoyan and US Secretary of State Marco Rubio initialled a framework agreement on strategic cooperation for the TRIPP project in Yerevan. The two sides formally signed the agreement remotely a few days later.
Armenia has already launched the ratification process. The government approved the draft agreement on 16 July. The Constitutional Court must now determine whether it complies with Armenia’s Constitution. The two sides must also finalise two additional documents:
- a shareholders’ agreement;
- the charter of the joint Armenian-US company, TRIPP Development Company.
During the project’s initial phase, the United States will hold a 74% stake in the company, while Armenia will own the remaining 26%. If the partnership continues for another 50 years after the initial 49-year term, Armenia’s share will increase to 49%.
The TRIPP Development Company will oversee the project’s design and implementation. Foreign Minister Ararat Mirzoyan said TRIPP+ would have an indirect relationship with the TRIPP Development Company, which Armenia will establish. The United States created the TRIPP+ company under TRIPP Development Company-USA, and it will take responsibility for attracting investment to finance the programme.
