The Georgian Interior Ministry says that two Russian nationals, Vladimir Dubovsky and Alina Savelyeva, have been arrested on a court order. They are accused of illegally crossing Georgia’s state border as part of a group.
The detainees have been transferred to a pre-trial detention facility. An investigation is under way under Article 344, Part 2 of the Criminal Code.
On 27 November 2025, reports appeared on social media that Russian activists Vladimir Dubovsky and Alina Savelyeva had gone missing and were being sought by friends. Dubovsky and Savelyeva are leaders of the opposition movement Zeleny Klin – My Homeland. They left Russia in 2021 and voiced support for Ukraine in the Russia–Ukraine war. In 2024, Russian authorities added Dubovsky to the register of terrorists and extremists.
What does Georgia’s Interior Ministry say?
“The investigation found that the suspects entered the country illegally, bypassing border control, and had been unlawfully residing in Georgia for the past three years.
It also said that Vladimir Dubovsky and Alina Savelyeva had repeatedly applied to the Interior Ministry’s Migration Department for asylum, but were denied because they did not meet the criteria for applicants.
The pair sought to challenge the decision in the court of second instance, but it was upheld.
Finally, on 12 November 2025, a court issued arrest warrants for both individuals, on the basis of which law-enforcement officers detained Vladimir Dubovsky and Alina Savelyeva as suspects.”
