Information on shifty persons, who appeared in the capital of South Ossetia and were allegedly preparing terrorist attacks in certain schools, spread like a wildfire in the city. People were calling each other and asking to be very cautious. Many parents were calling schools, clearing out whether everything was fiine there. At least as of November 21, everything was as usual, both, at schools, as well as in the whole territory of South Ossetia.
The President of South Ossetia convened an emergency meeting in connection with these rumors. The population was assured that the information on appearance of terrorists in the republic was groundless. Nevertheless, the law-enforcers shifted to the emergency operation mode. Schools, kindergartens, medical institutions were taken under the tightened control.
A long-term plan on strengthening security was discussed at the meeting. Namely, it was suggested to introduce the entrance card system at schools. Besides, the schools should be equipped with surveillance systems and special turn-gates.
The President personally ordered to strengthen protection of water reservoirs and water distribution stations.
The Interior Ministry and the State Security Committee of the Republic of South Ossetia addressed the local population through the Mass Media. They both asked the population not to yield to panic. Schools were inspected. There was no official information on this inspection, but there were reports that the juvenile groups, who allegedly decided to crack a joke, deliberately disseminated those rumours.
