Opinion: ‘Irakli Bzhinava’s arrest in Russia is blow to freedom in Abkhaz society’
Abkhaz Foreign Minister Oleg Bartsits discussed the fate of Abkhaz lawyer Irakli Bzhinava, who has been in a Russian prison since February 2026, with his Russian counterpart, Sergei Lavrov.
Irakli Bzhinava holds dual Abkhazian and Russian citizenship and lives in Russia. The initial grounds for his arrest stemmed from a social media post he published on 23 December 2022, in which he criticised an agreement to transfer a famous state-owned holiday residence in Abkhazia to Russia. Russian authorities accuse Bzhinava over the post of “criminal intent to make public calls for activities directed against the security of the Russian Federation”.
In mid-September 2026, Russia’s Investigative Committee opened a second criminal case against Bzhinava, accusing him of “publicly justifying terrorist Shamil Basayev on the internet”.
According to Oleg Bartsits, Abkhazia’s Foreign Ministry remains in regular contact with the Russian side and also liaises with Bzhinava’s relatives and lawyers. The Abkhaz consul in Russia recently visited Irakli Bzhinava, and the authorities also arranged a meeting between him and his mother.
Bartsits adds that some issues remain unresolved, but they fall under the jurisdiction of Russian law enforcement agencies, and the Abkhaz side respects this. Since Bzhinava is a Russian citizen, Abkhazia’s authorities have limited scope for action, although members of the public are urging them to do everything possible to help their compatriot.
Prominent Abkhaz public figure Akhra Bzhania explains in his blog why Irakli Bzhinava’s case matters so much to Abkhaz society. In his view, by punishing Bzhinava for his dissenting views, Russia is trying to intimidate all Abkhaz people who share his position. And there are many of them.
Most Abkhaz people oppose agreements under which Russia seeks to take something from Abkhazia or derive some benefit from it. The issue of Shamil Basayev is also controversial: he received the title of “Hero of Abkhazia” for his participation in the 1992–93 Georgian-Abkhaz war. In short, many other Abkhaz people could have made — and have made — the statements that led to Bzhinava’s arrest.
Akhra Bzhania: “An effective state is possible only when society is free and responsible. Society acts as a reservoir, supplying the state with everything it needs: personnel, money and a worldview. It also holds the state to account through the press and political institutions.
This model works wherever society is free and confident in its natural rights. To a large extent, it works in Abkhazia too. Our society delegates power to the authorities not as a sacred function, but to represent its real interests. When the authorities begin to disregard those interests, a correction follows: the government resigns, and the overall political course returns to a path guided by our own sovereign interests.
A free and politically active society is what makes us strong, allowing us to advance our own agenda under the most difficult circumstances. Our freedom is our immunity against everything that threatens us — a fence that marks where other people’s interests end and ours begin.
Irakli Bzhinava’s arrest is an attack on this very immunity.
I do not believe there are any naive people in Abkhazia who think the charges against our compatriot are purely personal. Almost our entire society could face the same accusations on entirely legitimate grounds, because the overwhelming majority of us think exactly as he does.”
Therefore, Bzhinava’s arrest and the extremely harsh conditions of his detention aim not to counter his personal views, but to control the ideological climate in Abkhazia.
From now on, anyone who dares to criticise agreements between Russia and Abkhazia must consider the possibility of arrest on charges of “making public calls for activities directed against the security of the Russian Federation”.
We must respond appropriately to this, if only out of an instinct for self-preservation, not to mention civic solidarity. This applies to everyone: political parties, public movements, creative unions and parliament. In this case, the strength of our response will determine the extent of our freedom. We must defend Irakli Bzhinava not for his sake, but for our own.”
